Share the Road License Plate Passes House 40-6

The Share the Road license plate bill passed the Oreogn House on Friday, meaning that SB 789 is off to the Governor's Desk.
This bill creates a new license plate that will be designed to encourage people to share the road. The bill states that each plate will cost $5 per year of registration at the time of purchase. So if you are re-registering your car and buy two plates, it would cost $20 (2 plates for two years.) On your new car if would be $40 extra, 2 plates for four years. You will not have to pay again when you register your car in out years.
The bill calls for BTA and Cycle Oregon to help lead the design, funding, and promotion for the plate.

so what is the extra fee ear tagged for? I was raised in Minnesota and they have to register & license bicycles for a small fee. If the money went for improving the safety like waking up the driver that drives by cell phone. I would pay my part. Can the plat's be had before re-registering?

' { + (c) Net proceeds of the surcharge collected by the
department for Share the Road registration plates shall be
deposited into two accounts designated by the Bicycle
Transportation Alliance and Cycle Oregon. The department shall
evenly distribute the net proceeds to each account. Deposits
under this paragraph shall be made at least quarterly. At any
time that the department determines that the accounts designated
by the Bicycle Transportation Alliance and Cycle Oregon cease to
exist, the department may deposit the proceeds into the
Environmental Quality Information Account established under ORS
802.100.
' (7) Notwithstanding subsection (3) of this section, the
department shall design a Share the Road registration plate in
consultation with the Bicycle Transportation Alliance and Cycle
