Bicyclist Commuters Benefits Act, from Wyoming to New York City

Senator Charles Schumer (D-NY), left, became the Bicyclist Commuters Benefits Act tenth co-sponsor last week. There are now six Democrats and four Republicans backing the bill, including Sen. Enzi (R) from Wyoming (below).
The Act, introduced by Senator Ron Wyden upon request of the BTA and others as companion legislation for Rep. Earl Blumenauer's House bill, would allow bicycle commuters to receive benefits to pay for their commuting without those benefits being taxed, parallel to what transit and carpool commuters currently receive.

I asked my employer about this new benefit. They sent it to corporate and said that it was never signed by the president so it is not law. I live in Texas but my corporate office is in OK. I even sent them a PDF of the act. What should I do?
